Best Time to Visit Neelum Valley: Seasons, Snow and Road Access

When to visit Neelum Valley: the May to early October window, winter snow and avalanche closures, drive times, permissions and which month suits your trip.

In This Guide9 sections

The best time to visit Neelum Valley is from late spring to early autumn, roughly May to early October, when the upper valley is clear of snow and the jeep tracks to places such as Taobat are usable. In winter, heavy snow and avalanches can close the valley road and cut off upper villages.

We could not find a verified monthly climate table for Neelum, so seasonal advice here rests on dated reports and road conditions. Last checked: October 2026.

Quick answer: when to go

  • Best window: May to September. Our Taobat guide gives May to September as the ideal months, and our best-time page gives May to early October for the valley.
  • Quieter and cooler: September and early October, before snow returns to the upper valley.
  • Avoid for most trips: November to April. Snowfall makes the upper valley hard or impossible to reach.

Season by season

Spring (April to May)

The valley is waking from winter, and access to the upper areas depends on how much snow has melted. Treat April as uncertain and May as the start of the reliable season. We found no dated report of the exact opening of the upper road, so ask in Kel or Athmuqam before you commit to a jeep trip.

Summer (June to August)

This is the main window for Arang Kel, Taobat and the side valleys. Roads and jeep tracks are at their most usable, but monsoon rain can trigger landslides, so keep a spare day. See our guides to Arang Kel and Taobat.

Autumn (September and early October)

Crowds thin and the air is clearer. Our best-time guide ends the Neelum window in early October, because upper areas become inaccessible with snow in winter. Keep your dates flexible and check conditions the day before.

Winter (November to March)

Winter is serious in the upper valley. On 13 January 2020, heavy snow had killed at least 11 people in two AJK districts, 10 of them in the upper Neelum valley, and that the Neelum valley road and the Leepa valley road were closed to all traffic. Officials advised the public to avoid unnecessary travel in snowbound and landslide-prone areas. Do not plan an independent trip upstream in winter.

Permissions and access

Parts of the valley run close to the Line of Control. In March 2019, Gulf News reported that Pakistan had abolished the No Objection Certificate for foreign tourists in Azad Kashmir, Gilgit-Baltistan and Chitral, while a strip of about five miles along the Line of Control stayed prohibited. One of our guides also notes that permits may be needed in some areas. Rules change, so confirm with the AJK tourism authorities or your hotel before you travel.

Which month should you choose?

If you want Choose Watch out for

Planning tips

  • Start the long drive from Muzaffarabad early, and allow an overnight stop in Kel.
  • Book a local jeep for the tracks beyond Kel, as our Taobat guide describes.
  • Carry cash and warm layers, since services thin out further up the valley.
  • Leave a buffer day at both ends of the trip for weather and road works.
